Illinois 132 Certification

The Medicaid Community Mental Health Services (MCMHS) Program in the State of Illinois is defined and described by Title 59 of the Illinois Administrative Code, Part 132 (referred to as “Part 132”), which is part of the Department of Human Services codes. It was first adopted in the State of Illinois by the Department of Mental Health and Developmental Disabilities in 1991. The Illinois Department of Children and Family Services (DCFS) soon followed suit to allow DCFS-contracted providers to use the MCMHS program as well.

During the 1990’s, many child welfare and mental health providers contracting with DCFS had changes made to their contracts to allow for the provision of MCMHS. The intent behind this change was to provide a mechanism for increasing the availability and intensity of mental health services available to children in care of the State of Illinois. Since the implementation of Part 132 in 1992, IPI has worked on behalf of DCFS to provide certification, monitoring, and technical assistance services to child welfare and mental health service providers who participate in the MCMHS Program in Illinois.
